To be successful as a Community Safety Officer, the ideal candidate will

Your Knowledge, Experience and Qualifications:
- Level 4 National Qualification Framework (or able to demonstrate equivalent knowledge and experience)
- Knowledge of partnership working within community safety, safeguarding and criminal justice environments
- Knowledge of the social housing sector in Wales
- Managing complex and sensitive cases involving anti-social behaviour, community safety, domestic abuse, safeguarding or related issues
- Gathering, analysing and presenting evidence to support legal action and court proceedings where appropriate
- Experience of adult and child safeguarding mechanisms
- Influencing service improvements and contributing to the development of policies, procedures or best practice
- Experience supporting victims, ensuring they are protected and empowered throughout their journey
- Desirable: Chartered Institute of Housing Membership
- Desirable: Recognised qualification in ASB
- Desirable: Understanding of trauma-informed, victim-centred and restorative approaches to resolving community safety issues
- Desirable: Welsh Language Skills
What you’ll be doing:
The Community Safety Officer provides expert guidance on community safety, safeguarding, and anti-social behaviour to protect customers, support vulnerable individuals, and foster secure neighbourhoods. Operating under a victim-focused, trauma-informed framework, the role leads responses to high-risk and sensitive cases—such as domestic abuse, hate crime, and tenancy breaches—by balancing prevention, support, and proportionate enforcement to sustain tenancies.
The postholder acts as a critical link between internal departments and external multi-agency networks (including the Police, Local Authorities, and statutory support providers) to coordinate action plans and handle risk-management escalations.
Additionally, they drive continuous service improvement by designing performance frameworks, updating internal policies in line with emerging legislation, and delivering targeted training and coaching to enhance overall organisational capability.
As a Community Safety Officer, you’ll take ownership in
- Serve as a specialist officer providing expert knowledge, advice, and guidance to colleagues on anti-social behaviour, community safety, and safeguarding.
- Work collaboratively across teams to ensure robust, consistent, and victim-focused case management.
- Manage and resolve incidents involving anti-social behaviour, safeguarding, domestic abuse, and hate crimes.
Lead investigations into complex, high-risk, and escalated cases.
- Utilise prevention, intervention, and enforcement tools to achieve sustainable outcomes for customers and communities.
- Develop and maintain strong working relationships with partner agencies including the Police, Local Authority, and Community Safety Partnership.
- Collaborate with safeguarding services and specialist support providers to deliver coordinated solutions.
- Champion the needs of victims and vulnerable customers to ensure they feel safe, secure, and empowered.
- Deliver tailored support and safety planning to vulnerable individuals within their homes and communities.
- Take proportionate enforcement action by gathering evidence and preparing legal cases for escalated incidents.
- Represent the organisation confidently in legal proceedings, court hearings, and applications for relevant orders.
- Contribute to the development of policies, procedures, performance frameworks, and best practices.
- Share expertise across the organisation by delivering training, coaching, and guidance to support staff development.
- Lead on complex safeguarding concerns, working with statutory and voluntary agencies to assess risk, protect vulnerable individuals and ensure timely, effective interventions.
- Respond to breaches of occupation contract conditions and tenancy-related concerns that negatively affect customers, communities and neighbourhoods, supporting tenancy sustainment through prevention, support and proportionate enforcement.
- Represent the organisation at relevant multi-agency forums, risk management meetings and local, regional or national networks, ensuring appropriate information-sharing, coordinated action planning, and awareness of emerging legislation, policy and best practice.
- Contribute to continuous service improvement by developing effective policies, procedures, performance frameworks and best practice, while sharing expertise through training, coaching and guidance across the organisation.

Working Pattern:
As an Community Safety Officer you will work 37 hours per week.
Your working pattern will be Monday to Friday (9:00 am to 5:00 pm), however, you'll be eligible for our Flexi Time scheme.
