Tai Calon was established in 2010 as a not-for-profit housing association, with almost 6,000 homes we are the largest provider of affordable homes in Blaenau Gwent. About You:

Your Knowledge, Experience and Qualifications:

- Detailed knowledge and experience of building construction
- Detailed knowledge of the management of damp, condensation and mould in social housing
- Detailed knowledge of the Renting Homes (Wales) Act 2016, Renting Homes (Fitness for Human Habitation) (Wales) Regulations 2022 and Welsh Housing Quality Standard 2023

What you’ll be doing:
As our Inspection Team Manager, you will lead and oversee the inspection function within our Resident Services team, to support the delivery of an efficient repairs service while maintaining compliance with the Renting Homes Wales Act and Welsh Housing Quality Standard (WHQS), ensuring we provide exceptional and timely service to our customers.
Leading a team of Inspectors and Surveyors, you’ll drive the successful delivery of inspections, managing external consultants and contractors, and ensuring statutory compliance across all areas. You will be responsible for managing budgets, producing financial reports, and preparing updates for the Assets and Property Senior Leadership Team.
You will also propose and implement plans to ensure Tai Calon remains fully compliant, act as the expert in responding to claims related to the Renting Homes Wales Act and represent Tai Calon at hearings for property service requests.
For a more detailed overview of what you will be doing, our Inspection Team Manager will take ownership of
- Being responsible for the inspection of property-related service requests under the Rented Homes Wales Act and arranging associated repairs, improvements and permissions, including providing comprehensive inspection reports.
- Being responsible for inspections to ensure compliance with WHQS and arranging associated repairs, improvements and permissions, including providing comprehensive inspection reports.
- Leading and managing the team to ensure effective service delivery, optimum resource use, value for money, and compliance with Tai Calon policies, procedures, regulatory and statutory guidance, and legislation.
- Monitoring and delivering the performance of the team in line with pre-determined standards and performance targets, evidencing outcomes and achievements, and taking action to address poor performance where appropriate.
- Promoting a culture of continuous improvement and learning from good practice and from customer feedback and complaints.
- Ensuring the organisation follows all processes and procedures to maintain statutory compliance, including Renting Homes (Wales) Act 2016, Renting Homes (Fitness for Human Habitation) (Wales) Regulations 2022 and Welsh Housing Quality Standard 2023.
- Assisting with the preparation, implementation and delivery of Tai Calon’s Repairs Policy and procedures, Asset Management Strategy and all other relevant policies and procedures.
- Analysing inspection, survey, and repair information from multiple sources and identifying commonalities and trends that can be developed into planned programs of work. Ensure a proactive approach is taken to managing key risks such as damp, mould, and disrepair.
- Leading, managing, assigning and carrying out any duties necessary to fulfil requirements of RICS Building Surveying Competencies.
- Leading and managing the delivery of allocated projects in line with the “RIBA Plan of Works 2020” Stages 0 to 7 inclusive to ensure the required cost, time, and quality requirements are planned, monitored, and met.
- Leading and managing a customer-focused inspection/ surveying team, achieving high levels of customer service. Providing and actively promoting excellent Customer Service for both internal and external service users and stakeholders.
- Assisting with the preparation and annual review of a 5-year financial plan and investment programme.
- Preparing and managing annual budgets, taking responsibility for ensuring that all expenditures are authorised, monitored, and controlled within budget and audit requirements.
- Providing technical advice and expert opinion on Building, Surveying, and construction-related matters to staff and stakeholders as required. Ensure the ongoing development of inspectors and surveyors working on property inspections, contract management, and project and property-related surveying works.
- Applying risk-based judgement in all decision-making and follow the principles of the Construction (Design Management) Regulations to improve Health and Safety and ensure all risks involved are identified and managed.
- Being responsible for ensuring the team maintains accurate data in a central location. Ensuring accurate data is entered into the appropriate systems, errors are corrected, and data is stored securely and shared appropriately.
- Assisting the Head of Service in driving culture change and reacting to the business's needs by ensuring regular and effective participation in reviewing, planning, and implementing change.
- Leading, supporting, coaching and mentoring team members and other stakeholders through the process of change management.
- Participating in the Out of Hours Repairs Service as a Duty Officer level.

Working Pattern:
You will work 37 hours per week from Monday to Friday.
You will also be eligible for our Flexi Time scheme, with most colleagues working their hours between 8:00 am and 5:00 pm.
