Tai Calon was established in 2010 as a not-for-profit housing association, with almost 6,000 homes we are the largest provider of affordable homes in Blaenau Gwent. Your Knowledge, Experience and Qualifications:

You will also need to have the following knowledge, experience and qualifications

  • Educated to Level 6 of the National Qualification Framework for England, Wales and Northern Ireland.
  • Level 6 Chartered Institute of Procurement and Supply (CIPS) or studying towards.
  • Completed or willing to complete the Government Commercial College e-Learning Skilled Practitioner Certification training, deep dive sessions for expert practitioners and Welsh Government eLearning modules.
  • Knowledge of the Public Contracts Regulations and Wales Procurement Policy Statement.
  • Experience within a similar role of similar responsibilities.
  • Experience in using Microsoft Office including Word, Excel & PowerPoint.
  • Previous procurement experience, and involvement in a full tendering process.
  • Demonstrable track record of success in value-for-money initiatives.

 

What you’ll be doing:

As our Procurement Manager, you will be responsible for managing the procurement of contracts across Tai Calon.

Your focus will be on delivering a high-quality procurement service that ensures value for money, supports the community, enhances customer satisfaction, and promotes sustainability. You will work closely with the Head of Corporate Services to develop and implement the Procurement Strategy and associated procedures, while also contributing to the achievement of the Corporate Services team’s Objectives and Key Results.

Additionally, you will lead our Procurement Team, providing guidance and support to the Procurement Support Partner to ensure the team’s success. This is a fantastic opportunity for a dedicated professional to make a meaningful impact.

For a more detailed overview of what you will be doing, our Procurement Manager will take ownership of

  • Stakeholder engagement and analysis to establish a strategic procurement plan and program that aligns with key business objectives. 
  • Delivering high-quality services to internal stakeholders, identifying efficiencies and any areas for improvement.
  • Ensuring detailed knowledge and understanding of the Procurement Strategy and Procurement & Tendering Procedures to support the organisation in procuring all goods, services and works.
  • Supporting the organisation to achieve the targets set within the Procurement Strategy.
  • Actively promoting the procurement function and developing and delivering a training programme that ensures colleagues have the appropriate skills, knowledge and competence required for their roles.
  • Working with internal stakeholders to identify the best route to market and manage the tender process from end to end.
  • Procuring in a manner that maximises the social value opportunities.
  • Preparing and issuing all tender documentation in accordance with procurement legislation.
  • Conducting evaluation processes and preparing recommendation reports, ensuring all procurement records are in place to support decisions made throughout the tender process.
  • Preparing and issuing Contracts and maintaining the Contracts Register.
  • Regularly reviewing and updating the supporting processes and forms that link to the Procurement Strategy.
  • Identifying procurement routes for any non-compliant expenditure and, where necessary, updating the requirement in the procurement programme of works.
  • Participating in internal and external meetings with stakeholders.
  • Collating, comparing and analysing expenditure and medium-term financial plans to identify opportunities for collaboration and aggregation.

Permanent

 

Working Pattern:

You will work 37 hours per week from Monday to Friday.

You will also be eligible for our Flexi Time scheme, with most colleagues working their hours between 8:00 am and 5:00 pm.

This role offers Hybrid Working, where you’ll be able to work from home. For the days that you're in the office, we've got a bright, open and modern space for you to catch up with colleagues and work from.
