Tai Calon was established in 2010 as a not-for-profit housing association, with almost 6,000 homes we are the largest provider of affordable homes in Blaenau Gwent. With more than 280 people trained and dedicated to their job, we’re a big employer in the area, and we’re looking for a Contract Delivery Officer to join our Assets, Sustainability and Healthy Homes Team.
About You:
To be successful as a Contract Delivery Officer, the ideal candidate will

- Have RdSAP surveying, Energy Performance Certificate and PAS2035 Assessor skills.

Your Knowledge, Experience and Qualifications:
You will also need to have the following knowledge, experience and qualifications
- ABBE Level 3 Certificate in Domestic Energy Assessment
- Knowledge of the Welsh Housing Quality Standard and associated compliance policies.
- Knowledge and awareness of a range of statutory property-related regulations, including but not limited to: HHSRS, WHQS, FFHH and PAS
- Knowledge of historic and current construction and refurbishment techniques, building regulations and standards, and planning controls
- Experience of managing construction projects to domestic dwellings
What you’ll be doing:
As a Contract Delivery Officer, you’ll play a key role in the planning and delivery of Planned Investment projects that improve Tai Calon homes. Reporting to the Project Manager, you’ll ensure projects run smoothly by keeping quality, progress, and budgets aligned while providing the Project Manager and Quantity Surveyor/Commercial Manager with timely, accurate information.
As part of your role, you will assess properties across Blaenau Gwent for decarbonisation works, ensure compliance with PAS standards, and update Tai Calon’s asset database with essential data once projects are completed. You’ll also help drive the acquisitions programme by assessing the scope of works needed to meet Welsh Housing Quality Standard.
Working closely with customers, colleagues, contractors, and stakeholders, you’ll help deliver contracts that make a real difference to our residents. If you’re passionate about improving homes and driving meaningful change, this is the perfect opportunity to make an impact.
For a more detailed overview of what you will be doing, our Assets and Energy Surveyor take ownership of
- Managing the implementation and progress of projects and contracts, ensuring that the Project Manager is kept fully informed of progress and emerging issues.
- Undertaking surveys of properties prior to works commencing, ensuring that all information is in place to make informed decisions relating to specifications and costings.
- Ensuring that surveys and data are collected, and the Assets systems are updated accordingly.
- Developing and sustaining excellent and effective working relationships with customers, contractors, local authorities, other housing sector contacts and stakeholders.
- Playing an active and supportive role in the engagement of residents and other staff to improve services including actively seeking resolution and satisfactory outcomes to residents’ problems.

Working Pattern:
You will work 37 hours per week from Monday to Friday.
You will also be eligible for our Flexi Time scheme, with most colleagues working their hours between 8:00 am and 5:00 pm.
Where You'll Be Working:
This role offers Hybrid Working, where you’ll be able to work from home. For the days that you're in the office, we've got a bright, open and modern space for you to catch up with colleagues and work from.
This role will also require you to work out in the community, visiting Tai Calon properties across Blaenau Gwent.
