Our Ambitious Plans to Deliver More Homes and Build Communities

The development programme has already delivered 32 new homes, with a further 39 currently under construction at Glan-yr-Afon, Llangynidr Road and Cwmrhydderch Court. In addition, around 140 homes are progressing through the statutory approvals process, strengthening future supply and supporting sustainable growth.

This work is underpinned by a structured 5-year development programme and a 3-year pipeline, providing a clear and deliverable plan to increase housing provision. The programme continues to attract significant investment, including £3.6m secured this year through Social Housing Grant, contributing to over £12.1m secured to date.

Our focus is on delivering homes that meet both current and future needs, designed to reduce fuel poverty, improve affordability and enhance residents’ health and wellbeing, while meeting Welsh quality standards.

Due to continued growth and ambition within our development programme, we’re now looking for a Development Project Manager to join our Resident Services Team—an exciting opportunity to play a key role in shaping the homes and communities of the future.

Your Knowledge, Experience and Qualifications

We’re looking for someone who brings the right blend of knowledge, experience and ambition. Someone who is excited by the opportunity to deliver high-quality homes and make a lasting difference to communities across Blaenau Gwent.

You may already be an experienced Development Project Manager, or you might be ready to take that next step in your career. Either way, you’ll bring a strong foundation of technical knowledge, practical experience and a genuine passion for delivering great homes.

To succeed in this role, you’ll ideally have:

• A Level 4 qualification (or equivalent experience) in construction, surveying, project management or a related built environment discipline, with a Level 6 qualification desirable

• A professional qualification, or be working towards one, such as RICS, CIOB or MAPM

• A strong understanding of delivering high-quality social housing projects in Wales, including Welsh Government policy, standards and regulatory requirements

• Knowledge of end-to-end development delivery and construction processes

• An understanding of key legislation including CDM, planning, building regulations and fire safety

• Familiarity with Welsh Housing Quality Standards (WHQS) and Welsh Government Design Quality Requirements (WDQR)

• Awareness of Building Safety Act requirements and their implications for new homes and handover

You’ll also bring hands-on experience and confidence in:

• Successfully delivering high-quality housing projects on time and within budget

• Working with Welsh Government grant-funded schemes

• Managing consultants and contractors, driving performance and ensuring delivery against agreed standards

• Cost control, budget management and financial forecasting

• Building strong relationships and working collaboratively with internal teams and external partners

• Supporting a range of development models, including land-led, Section 106 and package deals

• Embedding sustainability, energy efficiency and decarbonisation into development projects

What You’ll Be Doing

As a Development Project Manager, you will play a key role in shaping the future of our homes and communities, managing the delivery of new build and regeneration projects from early identification and appraisal through to completion, occupation and handover.

You’ll coordinate a wide range of colleagues, contractors and consultants, bringing together both technical and non-technical expertise to deliver safe, high-quality, affordable homes that provide genuine value for money and meet the needs of our residents and communities.

You will directly contribute to the successful delivery of Tai Calon’s Corporate Plan, Development Strategy and Asset Management Strategy, ensuring all development activity meets legislative, regulatory and building standards, alongside organisational policies and best practice across the housing sector.

In this role, you will take ownership of:

• Supporting the delivery of our annual development and regeneration programme, helping to meet ambitious targets

• Leading projects through the full development lifecycle, applying recognised project management approaches from RIBA Stage 0 through to Stage 6

• Identifying and progressing development, regeneration and acquisition opportunities that support future growth

• Supporting land-led development, maintaining a strong land bank, five-year programme and forward pipeline

• Procuring and managing consultant teams and contractors in line with governance and procurement requirements

• Driving performance to ensure projects are delivered on time, within budget and to the highest quality standards

• Securing and managing funding, including Welsh Government grant, in line with programme requirements

• Delivering schemes across a range of models including land-led, Section 106 and package deals

• Embedding social value within developments to create lasting benefits for communities

• Working collaboratively across teams including housing, repairs, maintenance, asset management and compliance

This is a dynamic and varied role where no two days are the same. You’ll be trusted to take ownership, make decisions and drive projects forward, while remaining flexible to support wider team priorities as needed.

You will work 37 hours per week from Monday to Friday.

Monday to Friday 9:00am to 5:00pm

Where You’ll Be Working

This is a hybrid role, offering a mix of office-based working, remote working and time spent on site across Blaenau Gwent.

You’ll typically be based in the office at least two days per week, working alongside colleagues in a bright, open and modern environment. The rest of your time will be flexible, allowing you to work from home, be office-based or spend time visiting development sites and communities as required to support project delivery.
